If free dining is offered to the public.....

do I have to book at that time or can I add the free dining to an existing reservation? I currently have August 12th through the 18th booked.
 
I believe in the past they have let people call and add it to their package. That is, assuming that there are free dining packages left at the resort you are booked at. I think there are only so many per resort.
 
As long as you or your travel agent booked through Disney directly, or via AAA, then you should be able to switch, again, as long as there is sufficient availability with free dining made available at your chosen resort, for the dates of your visit.

We are going in early-mid August, and planning to stay at the Pop resort. Do they offer to almost fully booked resorts, such as the value??

I stayed at Pop last starting August 17th and had the free dining. Last year they came out with free dining the beginning of April. It was great. I had just a room reserved and changed it to a package with free dining. You could probably reserve your room now and then switch to a package if the free dining comes out. It worked like that last year, so I guess it would work like that again. Good luck.

They will probably not offer free dining at "almost fully booked resorts". I'm not sure, though, if the value resorts qualify under that label.

You could probably reserve your room now and then switch to a package if the free dining comes out.
There is no advantage in doing so, in terms of getting free dining; folks only should do this if they're going to keep their reservation regardless of whether or not they get free dining.

If you have a package it may be possible to add the dining right to your existing package if there is resort available and it's offered to your resort. If you have a room only reservation, then it will need to be canceled and a package would need to be booked. Just because free dining is available, not all resorts and all room types will have availability. Usually only where Disney has vacancies. Therefore, if a resort is full there will be no free dining offered at that resort. This often happens with standard rooms at WL and rooms at A/S Movies.
