ideas need for Mad Hatter Tea for DD birthday

I am hoping that you can provide me with a few ideas for a Mad Hatter Tea Party for DD 1yo b-day party. I don't want to go all out as I am on a budget, but I do want to be creative. As I have decided to switch from a Mickey Mouse theme to this I don't have very many ideas so far.

At the moment this is what I have planned for food and decor (which isn't much)

food
strawberry soup
cut out cookies
possibly making a mad hatter cake (the type that's oddly shaped and brightly colored)
cupcakes with bright sprinkes and frosting

decor
multi colored flower post with flowers or candy in them
 
I just saw a show (I think on HGTV?) called Party Girl where they planned a mad tea party. It was literally a tea party for adults, but some of the cute decor they did was to grow wheat grass (grows fast, like 7 days) in a big tin and use it as a centerpiece to put the food trays on. They also went to a paint your own pottery place and made teapots in bright colors, cheshire cat stripes, etc. They used them to hold flowers, but it would be really cute to serve "tea" -- punch, juice or whatever. They served scones and cupcakes. They wrote "Eat Me" in icing on the cupcakes. That's kind of a way to cut the budget by not serving a whole meal but light snacks with tea mid-afternoon. Have a great party (1st B-days are great!!).

You could label the juice bottles/pitchers 'Drink Me' :) and the invitations (if you are sending them) could have a Don't be late! For a very important Date! theme. You could serve light finger sandwhiches and scones.

The Penny Whistle Party Planner written by Tom Brokaw's wife Meredith Brokaw that has a lot of great party ideas. They actually have a Mad Hatter party section in it with suggestions from invitations to food, games etc. I have used this book a ton over the years- not doing everything they had but tweaking some stuff to my needs. They also have suggestions for 1st birthday parties. You could probably get it at a library or just go "read" that Mad Hatter section at a bookstore.
