I may be cynical but this actually sounds like the beginning of a deval for the CSR. With the rumors of a dining partnership there's speculation the CSR may move to offering a dining credit like AmEx but it would increase the AF. Since I have no plans to use this service, this would be useless for me. If they were to ask me, I'd put it on the CSP and differentiate it from the CSR. Leave the CSR with a focus for travel and have the CSP with a focus on dining if you wanted to mix it up. But no one asks me
ETA: Found a FAQ link with some details for eligible orders. I forgot to mention that the Freedom and Slate cards also get a 3 month pass. It doesn't specify if it's just the CF or Freedom family so don't know if the CFU is covered too. But you have to pay with the Chase card in order to get the pass benefits, can't just make it default and then pay with your Rose Gold instead... at least according to the rules.
