How does the pin voucher system work?

I've never had to use it before, and I was just wondering. I noticed that it was going to be used at the MK Pin Event.

My understanding is that before the store opens or as it opens they go through the line and give you a voucher. Kinda like they did with the Thanksgiving beans a few years ago. Then you have until a certain time to pick your pin up. This cuts down on the line wait time.
