Police dogs do not have a sweet temperment. Have you ever watched Cops? I've first hand seen a police dog in action. His handler had fallen on ice and was unconsious. The dog would not let anyone, including cops and emts near the officer. So you have an unconsious cop unable to get help because his dog is going balistic. And to the PP if you don't like the fact that your neighbor has a pit with no fence then maybe you should build a fence on your own.
My ex is a K9 cop so I have a lot of experience with K9's. His dog was actually very sweet--he would crawl into my lap whenever I sat down near him. He did not speak English--all his commands were in Czek (perhaps that was the issue with the dog you saw? They weren't using commands he knew?) He would obey both my dd and I immediately. He would also obey the other dog handlers who knew the commands. The dogs on that police force were trained to attack but also were trained to be part of the family of the officer they worked with.
After he retired from the force, he lived with my ex and his family. That dog adored children and was great with them. My dd cried for a week when he passed away.
