Mickey doesn't talk when he meets people. However, he was in a stage show last year (not sure if it's still going on or if it was just for the Million Dreams) in which his mouth moved & he talked. Only the face characters will verbally talk with you. The other characters communicate great without words.

Oh I carry on a conversation with my favorite Mouse every time we visit. He doesn't talk, just makes big hand and arm motions in response and gives big hugs. Wait; he is the perfect man! LOL! Just teasing.....To answer your question, when you see Mickey in certain shows like Fantasmic they play his voice but his costume doesn't allow him to talk to you as you are up close taking pictures. He and Minnie blow kisses, give great hugs, etc.

Characters are not allowed to talk. This is company policy so they don't mess up the voice.

Do first time kids think it's weird that they don't talk? My DD's watch Mickey Mouse Clubhouse every day and I think that they think that Mickey is going to say "mishka moushka mickey moushka" to them

yea i've heard masked characters aren't allowed to talk so kids won't get freaked out if they don't get the voice right.
