Yes. What matters for the use year is the dates of your vacation, not when you make the reservation. So you can make a reservation today for a vacation during January 2024, for example. And if you want to take a vacation prior to Dec 1, you should be able to borrow points from your next use year so that you can use them for a vacation before Dec 1.
