What would make someone think that's okay? The whole rest of the bench was free to put his bag on, or he could have set it on the ground. 
. I agree just say something like o can I move that if theres space for you to do that or kind of move around your stroll like your checking on your kids or getting something and then stand right where they were standing that works great.People leaned on and stepped on our unoccupied strollers during the Star Wars parade. (The kids couldn't see, so we had to hold them up.) DH has a very intimidating angry face. He just looked at the people who stepped in/on them and they moved to another area to watch the parade.
I'm apparently not as good at it. I had my stroller parked next to the bench outside of The Land. When I came out there was a gigantic--like suitcase sized-- duffel bag on the hood of my stroller. As I approached the stroller furious that it was probably broken this guy on the bench says, "Oh is that your stroller. Let me move my bag".
