How will a crowd rating of 8/10 translate into wait times?

We will be at USO over President's day weekend. Undercover Tourist's Crowd Calendars list the dates of our stay as an 8. We will be staying at RPR so will have the unlimited express pass, and will aim to spend most times in the park from opening to late morning, and then from late afternoon until the evening. I know we will have to wait in line for Hagrid's, but will that crowd time significantly affect things while using the Express lines especially during those times of day?
 
We were there for 2 days during spring break, not sure what crowd level # was, but it was busy.
The issues we had were at VC and Hulk. Both had ride issues while we were in line. I was just checking my old texts, got in VC in express line 9:35, off ride about 10:45 (noted time after lockers/exiting, etc.) so 1 hour 10 mins, and the posted wait time was 140 mins regular line, so right around half. Hulk EP was about 35 mins, but I don't have regular line posted time. I know VC was down for a bit, while we were in line, in the stables....it was so hot!
Hogwarts express, walked on, barely a wait at Spiderman, Jurassic Park river Adv, etc. I don't recall issues anywhere else,, I think
BUT....
what I would totally recommend is eating early, at an off time, like 10:30 or 11, if doing QS, or making reservations at a sit-down. Trying to find food around lunchtime was complete insanity. My mobile app was not working, lines were nuts, etc. Hogsmeade will be crazy crowded. Diagon too. The Florians line not only went outside and around the store, but turned off again, like a switchback.....
So it'll be crowded, but do-able, just know ahead of time, and plan around. EP was a blessing!!!
Have a fabulous trip. I was supposed to be there President's day weekend....but at Aventura, but plans fell through. Carnival time is always so much fun! Let the Good Times Roll!!!
 
We went last summer during some 8/9 wait time days and found there was a lot of variance even during the busier season. It was definitely busy during those days, but we didn't feel like wait times were generally too terrible. The one exception was Hagrid's which seemed to never get below 110 minutes the whole week were there, though it did seem to be having operating issues the whole time.

The worst wait times seemed to be less about crowds and more about rides being down. At one point at IoA, Hagrid, Velocicoaster, Spiderman all had issues at the same time and so everything in the park went to extreme wait times.

So I would recommend having some flexibility in your plans, in case things get slow for reasons outside of anyone's control.
 
Just got back. Having previously visited during lighter times, I found days rated 8/10 busy in Hogsmeade particularly (less so Diagon Alley). Waits for Hagrid ranged between 90-110 min - we even tried to ride right before park closing at the wait in line was still over an hour. Wait for VC using Express was a good 30 min.
