My favorite thing about the "bingo" is that posters think Disney is a "better line" because they don't allow gambling....

I actually prefer the paper cards. But I go to Bingo to play, I don't go to win. The handheld machines don't feel like playing to me. Then again, I never win, so my expectations are very, very low.
However, I'm sure they had tons of fun playing! I have played hoping to win but also enjoying the fun. My mom sat with me on my last cruise (she didn't want to play) and remarked how much fun they make it.
Yes it's gambling. The bid difference for me is the smoke filled room for adults versus the smokeless family fun room.
When I do bingo on the cruise I do it for the fun. If I win - all the better. Same as when I go to Vegas or Atlantic City - I love to play a little and great if I win but odds are I'm not going to come away ahead of the game.
I won 4 times on my last cruise (Disney Magic), and the winnings totaled over $5K. Yes, I was lucky. Even without winning the snowball jackpot and playing all 8 sessions, my non-jackpot winnings brought my total costs to about $300. I did not do any excursions, purchase any spa packages, buy onboard duty free (or on-shore), or purchase alcohol, so I actual spent no more on BINGO than any other person probably spent on their ship account for other things. You are obligated to report all winnings and earnings. All. But if you make $20 babysitting, are you going to report it? If you win $50 on a lottery scratch card are you going to report it? Most people don't, or those who do also have losses to offset the winnings.
But you do have to report it. I think, not sure, they issue a 1099-M for anything over $500.
Disney immediately completed a W2-G on my jackpot winning.
