It really is a very easy thing to do... I'm assuming that you are working in some form of photoshop, whether it be PSE or PS. Open a new canvas, then type whatever you want your watermark to be. Use the marquee tool to select what you've typed out, then go to edit>define brush preset>and you now have a watermark brush in your brush palette. You can change the size, color, and opacity to suit your picture.

To put it on your picture, you'd use it as a brush.... click on the brush tool then up at the top (on mine it's right under the word photoshop at the top left) there is a pulldown menu where you can change the brush your using. On that same toolbar at the top is where you can change the opacity of it. Hover it over your picture, then click and it'll "stamp it" (for lack of a better word) onto your picture.
