How to get fast passes without activated passes?

Disney wedding is planned, and just around the corner for our Grandson and his fiancee.
They were told they can't get fast passes until annual passes are activated, and they can't
be activated until they arrive.

So...how does the happy couple get fast passes to do all the things that will help make their
Disney wedding/honeymoon Magical?

You have to have an active ticket to book fast passes

You can book fp with vouchers for aps without having activated them yet.

We booked our fast passes with vouchers. I set up My Disney Experience, and when I had trouble putting the vouchers in there was a number that came up to call. They helped me get through the process and we scheduled our favorite rides!

I just scanned the code on the back our our vouchers through the app and linked both in less than 5 minutes.
