How often does Disney change the water in water attractions?

There really is no "new" water anywhere on Earth. The stuff that is here now will always be here. If water falls to the ground, it goes back up via evaporation and then is recycled back down via rain, snow, sleet, fog, whatever. That water you get from Splash Mountain or Pirates is probably better than getting a drop of rain on you. Disney filters the water, Mother Nature does not.

Whenever I read about people coming into contact with the water in the Small World ride...

Well, Mother Nature does filter water, it just takes a heck of a lot of time for her to do so :)
