Looking to book our second Disney cruise, not quite ready to finalize, but don't want to miss the current rates. About how often does DCL change/increase their rates?

Sadly, no way to really know. Prices rise within any specific category based on how quickly the space fills. If it's a popular cruise, it could change within hours, certainly within days. A not as popular one, the price may never rise.

I had an experience where the price changed whilst I was looking! I then become convinced I had been the cause as when I returned 3 hours later it had gone down again mmmmm

I actually had a price fall on our first (and so far only...sigh) DCL cruise. I checked literally every day. We went up a stateroom category and saved $200.

When prices come down, do you have to rebook to get the benefit? Our Med 2017 cruise is currently over £100 cheaper than when I booked.

I mentioned it to my travel agent and he took care of it for me. I don't think a full rebooking was necessary. If you didn't use a TA you may need to call DCL directly. I'm not sure though on that. There may be a way to do it online now.
