I know that Hulk and Rip Ride Rockit are no items period, and that other rides such as Hagrid's are no bags, is there a handy list of which rides are no bags and are there any that allow bags?

I saw the list in the UO website.

(Including the list that listed free and paid lockers )

No bags:

US
1. MiB
2. Gringotts
3. Mummy
4. Rip Ride Rocket (metal detectors)

IoA:
1. Hagrids
2. Forbidden Journey
3. Hulk (metal detectors)

Everything else you can bring stuff on. The water rides also have optional lockers available for a fee.

Are fanny packs excluded from the no bags rule (except RRR and Hulk?)

As mac says as long as it has the three prong clasp yes, you`re good to go.

I wear a Kipling Multiple Fanny Pack on all rides except the two that have the metal detectors.

They will ask you to remove it if it interferes with the harness in any way. But, usually they`re fine.

So if it's the kind of belt bag that weaves through your belt loops and is sewn on in the front, they'll reject it just because it doesn't have the clasp? The former seems more secure than the latter, but I don't want to waste time arguing with the TM while folks stream past me if I'm going to have to go back to the lockers anyway. I just really want to avoid the lockers as much as possible because I've heard that the lines are even slower and longer now because of social distancing. This will be our first visit to a theme park without strollers - woohoo! - and I want to be as free as possible.

Related question - if your kids are wearing the kinds of Hogwarts robes that have special wand pockets, can they wear them on the rides or do they have to store their robes and wands in a locker? This is really just a question about the HP rides, I would probably stash all HP purchases in a regular large paid locker when exploring other areas of the parks.

Yup. My understanding is that the three-prong clasp is required in case they need to remove the bag from you in an emergency situation, not because of perceived security of the bag’s attachment to your body.

They’ll be able to wear the robes on all of the rides. Can they technically get a wand through on to FJ or Gringott’s by stashing it in a robe pocket? Probably. Would I advise doing that? Nope. For starters, I wouldn’t want a wand poking me while I’m in either of those rides’ restraints, not to mention that I’d be afraid of my wand snapping if I smoosh against it forcefully during the ride.
