I'm trying to help a friend that is moving to Orlando at the end of the year. His wife has a new job, and will likely move down by herself and then he and the kids will follow in January. They wanted to buy APs for their kids for Christmas and he asked me if his wife would be able to buy all 4 of them at the same time once she establishes residency or would they have to wait until they have all moved. I tried a quick search but couldn't really come up with anything. Does anyone know the answer?

Anyone can BUY a FL resident pass, but in order to USE a resident ticket or AP, you have to show documents that qualify. So the wife can buy all the APs whenever she wants, give them to the kids at Christmas, and activate them when they all go to the parks in January.

As for residency documentation, if the kids are minors, there’s no issue. Kids don’t have to prove residency if they’re with a parent who is. Look on the website to see the documents that are acceptable. You do not need a FL driver’s license or ID. You can use something like a utility bill plus your out of state ID. Lots of part time residents do this. So as long as the husband has official mail (like credit card bills) addressed to him at the FL home or a utility there in his name, he can use that to activate his AP. He doesn’t have to make a trip to the DMV before he can go to UO.
