It really depends on who's counting and, more importantly, what and whom they're counting - while it may seem clear cut, there are really several ways to respond to the question "How many CPs are there?". Not to mention that it's not really a topic open for discussion outside of a labour relations context, so most responses should be taken with a grain of salt.
I will say that the total number of Florida-Site Disney College Program Participants is set at a level that ensures that they do not work more than 35% of total hours worked by all Cast Members in a given calendar year, in accordance with the Service Trades Council Union Collective Bargaining Agreement and company policies on labour utilization.
