How long to file a claim with Ebay?

I ordered a stroller from a stoller company on Ebay. When I got it, it was missing two pieces. The car seat adapter and the carrying strap. This was Wednesday. Since then I have sent 3 e-mail asking them how I can get these missing pieces and have heard nothing. I can honestly say I have never had this happen before. How long should I wait to file a claim against them? It was $280.00 for it is not a cheap stroller and I expect to get what I paid for.

Also, since I paid with Paypal, do you file a claim with them or with Ebay?

JMO, but I would give them a week of no response before I filed a complaint. I recently got ripped off on a $100 purchase, and I waited about two weeks before filing. The seller did answer one email from me, stating she had sent the item ten days prior. All other emails to her were ignored.

I filed with PayPal first. By that time three more people came forward and left negative feedback against the seller. Once I filed a dispute, I was not able to leave feedback. It took about a week and PayPal refunded my money.

I wouldn't stress about it too much if I were you. If you don't get the parts, I'm sure you can get a refund of your money. You have 45 days to file a complaint. Good luck.
