Are they active or passive and if active, how long is the battery good for?

I think I read expected lifespan is 7 years, but I don't think it can really be answered for another few years when we actually see how long they last.

Both.

Passive for touch to enter (park, room, FP+), touch to pay, etc.
Active for automatically linking photos to your MyDisneyPhotoPass.com account. Character interactions and interactive queue elements will use the active transmitter if they are ever turned on.

and if active, how long is the battery good for?

Reportedly, the battery for the long range transmitter should last about three years.

Even after the battery has died, the passive chip(s) should continue to function since they receive power from the touch points.
