How hard core is Wish on oceaneer age?

Has something recently changed where kids club ages no longer overlap? We have listed 3-10 for Oceaneer and 11-14 for Edge on the Disney app. But the Vibe is 14-17 so they have overlap still? I’m thinking it’s a misprint but the only way to know for sure is hear from other Wish cruisers.
It’s on the Disney app when we open our sail date.

It's strict. No child who has turned 11 will be allowed in oceaners.

Yes, last winter. All 11-12 now may only attend Edge.

Very strict. Oceaneers and Edge no longer overlap, but Edge and Vibe still do so 14 year olds can choose one or both, same with a 3 year old for Nursery and Oceaneers

Do you happen to know if the Wish 4 night has an optional dress-up night? My thoughts are every day is optional now until we get to a 7 night and then it’s one dresser and one semi-dressy optional night.

Likely not on a 4-night. Three nights will be 'regular' and the 4th will be Pirate Night. You can check out https://disneycruiselineblog.com/; he has recent navigators so you could find one for a Wish 4-night and see if any optional formal nights are listed.
