If I wish to take a vacation in July of 2003. Can I borrow points from a September 2004 use year?

No- you can borrow from the Sep, 2003 use year for a trip in July, 2003. You can borrow one use year ahead of the date of the reservation- Sep 2004 would be two use years ahead.
