How early Guest Services open outside park

Wanting to know how early Guest Services will be open outside Animal Kingdom. I read about 1 hour before opening; would that mean 1 hour before regular opening, or 1 hour before early entry?

The day I'm looking at is an 8:00 opening with 7:30 early entry.
