How do you make a scrunchie?

I need to make an elastic headband. Basically a circle of elastic covered by fabric. I'm stumped how to encase the elastic inside the fabric and sew it shut. Anyone ever made one?

ETA: Actually what I need to make is like a big scrunchie if that makes it easier to understand what I'm looking for
 
I've made some for my DD (although I stopped, b/c she always pulled them out!). What I did was just buy some ribbon. So much easier, and they have lots of really cute patterns/colors to choose from. I bought ribbon and then sewed a strip of elastic to both ends to make a circle. That's it!

the way you want to do it sounds a bit more complicated, and I've never done it that way. Anyone have suggestions?
 
I hope this makes sense. Measure the babies head and cut the elastic about an inch shorter. Cut a piece of fabric about 2 inches longer and twice the width plus an inch of the elastic. Sew up the length and one end of the material on the wrong side and turn the length of fabric right side out. Feed the elastic into the open end until it is completely inside and then fold a small flap on the open end inside the band and sew closed.
 

Ok, you have me until the part about fold a small flap. Could you elaborate a bit? Thanks!
 
I made something similar many years ago. I sewed the cloth part inside out (on the machine) into a casing, open on both ends. I turned the casing inside out and put a piece of elastic through it. Then I sewed the elastic together, so the elastic is now an O. On each end of the cloth, I tucked the little ragged ends in and pressed it (or you could press before you put the elastic in). I then basted a little seam so the casing is now one big O.
 
Ok, that helps. You can't machine stitch it? My basting never holds
 
You can machine stitch the seam for the casing. It's the little seam (maybe 1/2 inch) that you have to do by hand.
