How do you get divers suit magic???

How DO you get a diver's suit magic? Everyone i met said that it was at Captain Quarters, but it just isn't, atleast for me.

You have to complete a game quest to get the suit. Here is a link to a help thread:

I know about the quest b/c everyone tells me about it. But when I go to captains quarters, IT IS NOT AT THE QUEST BOARD. All that is there is a quest for a special mickey pin and another one about finding mickeys for 300 credits and a roll of film!
