How do you get boo'd?

Now then, in a lot of people's signatures I have seen "I've been boo'd!" with a jumping pumpkin! How does that happen?

Someone sends you the PM saying "You've Been Boo'ed!" and what to do after that.

Usually it goes around during Halloween time? But started early this year If I still had the PM I would send you it, but maybe someone else can!
