How do you confirm residency for APs?

Hello! Both my gf and I live in Northern California, and we are planning on purchasing annual passes while we are down there. I was wondering what we had to bring to prove residency for the payment plan for the passes.

We also might have a friend meet us during the trip that is interested in the SoCal pass (she lives about an hour away from DL) would she have to bring anything additionally as well?

The website is vague and I've gotten 3 different answers each time I've called.

You each need a valid drivers license or CA ID card.

For the record, just a few days ago, I, a resident of Washington State, paid for my friends (lives in Santa Monica) SoCal AP with my own credit card. She just needed to show her I.D.

Yes, but if you wanted to do payments as the OP asked, you would need to have a credit card with a CA zip code.

Now here is where it gets tricky... Our friend has her billing address in NorCal because that's where her father lives (and her bills go there due to her roommates not giving her the mail on time).

I wonder if she will have problems setting up a payment plan if her zip is a bit different.

The payment plan will not be an issue since any CA resident can use the payment plan.
If she doesn't have a DL or CC with a So Cal address, she may not be able to get the So Cal Pass, but she could get a deluxe on the payment plan.
She may want to take a recent utility bill if she doesn't have a So Cal address on her DL. That may work, but I am not 100% sure.

DMV doesnt reissue cards anymore and we moved to SoCal. Can anyone verify utility bill is enough?

Please be aware currently there are no new SoCal Passes being sold - SoCal Select and Deluxe are available but as of right now the SoCal is not so be prepared for that ahead of time.

Also, it's worth noting that the SoCal Select AP has a lot of blockout dates. Everyday from June 6 to August 17 is blocked out. The SoCal was better, but as Astylla noted, sales of new SoCal APs have been suspended.
