You need at least 10 posts, and then give the system a little time to recognize that you have the required posts to send a message.

Do I have to post 10 new messages or post or reply to 10 messages?

The system asks for a total of 10 posts (new and replies count), then it takes a bit for the system to recognize that you posted the required times.
