How busy is Universal after 3pm?

We're staying at the Royal Pacific next year and were told you can only use your fotl room pass to ride each ride one time before 3pm.

We're coming back from a DIsney cruise in the am and wonder if we should wait to go to the park until after 3pm, when we can ride the rides more than once.

How busy is the park after 3pm?

We just got back from staying at HRH, we used FOTLA as much as we wanted with no restrictions. FOTLA is wonderful BTW, we were breezing by people who were waiting in 75 minute standby lines and were going right up to the front, amazing, and fully worth the price of staying at one of the Universal resorts.

We were at HRH and US/IOA last week and the late afternoons and evenings were great. We used FOTL and didn't wait more than five minutes on anything.

When are you going? The restrictions were added this past summer during peak season. We stayed at the RPR during that time and the only place our room keys were scanned was the Mummy. I rode Hulk, Spiderman, and other several times in a row with FOTL room key before 3:00.
