How are outside VIP tour companys allowed to operate?

I guess I didn't realize they were operating as "tours". My understanding of all that was that families were basically finding people that qualified for the GAC and paying for their vacation to come with them and use their pass. I didn't think they were marketing themselves as tour guides.

I thought that many were based in the area and basically hired themselves out.

But right now with the DAS system with virtual return time, that's not really going to work. The other issue was that they were getting complaints about people who asked for them who likely didn't really quality, and where Disney couldn't or wouldn't ask what the disability was (often citing disability rights laws).

The solution wasn't perfect. I remember a lot of people said their kids in the autism spectrum couldn't handle more than a few hours total, but the new system is supposed to minimize the wait in line (where there might be physical discomfort or a behavioral inability to handle it) but where someone could eat, shop, or just sit around and take it in.
 
Haven't used the new system, but I heard it was turned into a virtual wait in line. Visitors can't just take advantage of their "guide" for immediate access to several rides in quick succession. So if there was an estimated 2 hour wait in line, the guest would get a pass that allowed a return at that time, but only one could be issued at a time sort of like FP.

We have used the DAS when traveling with a friend who needed it, and it indeed works like a sort of a virtual que. She can get her return time then go wait in a cool place to sit while waiting for a return, so as not to exacerbate her medical condition.

Yeah - I know it doesn't necessarily deal with all problems, but Disney had to balance access with trying to fight abuse.
