Disney gift cards only redeemable at Disney? Let me change this - that would be odd and unnecessary.

Usually gift cards issued and redeemed by a single business are handled differently. The cost would be somewhere in the outside sale of the card.

Things like Amex and Visa GC's definitely have the fees.

They outsource them to Chase. Chase charges a fee similar to the Visa fee.
