from POR to Cape May for a breakfast at 7:55am when the parks open at 9a?

The buses start early for breakfast ressies. I would take a bus to DHS and walk over to the Beach club. It is a relatively short walk. The buses do not go resort to resort so you have to go to a park and make your way over to the resort. Or you can always take a taxi and get a little more sleep.

Buses to get guests to the parks for early breakfast ADRs start running at about 6:30 a.m., so using Disney transport you could take the bus to DHS and then walk to BC from there. It will be about a 20-25 minute walk via BW. There are boats that run from DHS to YC/BC with a stop at S/D on the way, but if DHS opens at 9:00 a.m. they probably won't be running in time to get you to BC in time for a 7:55 a.m. ADR.

The most efficient means will be just to take a cab from POR to BC. Cost will be about $15 plus tip, but you can leave at 7:30 a.m. and make it in plenty of time.

Depending on timing, the boat to DHS and the walk could take an hour. I don't think this is a great way to start a day. Plus CM almost always seats you past your ADR. For me cab is the only way to go. It'll take 15 minutes and cost about $15.

Take a taxi. They will send a taxi van if you ask for one, and they don't cost any more than a regular taxi. Much easier and faster than hopping on a bus and then hiking over to the Beach Club.

If you take the bus to DHS, be at the bus stop 1 hour before you want to arrive at the restaurant. Tell the bus driver where you are going; if the boats are not running yet, they will either drop you off at the resort, or run a bus to take you from DHS to BC.

The boats won't be running that early, so you would have to walk. The walk takes about 20 mins...depending on pace.
You would need to be at the DHS bus stop by 7am....that way, if you have just missed a bus, you will be on the next one in about 25 mins.

Or, take a cab.
