I have used both with no problems. Both were paid at the time I bid online. I returned them at the same place so cant help you with that.

You pay when they accept your bid on PL. On Hotwire you pay when you accept their offer. No refunds, no changes.

On Hotwire you must return the car to where you rented it from. I think that's true on PL also.

Make sure you know what the BEST deal you can get without going this route sothat you really understand the savings if any.
