Can I only get one once I have a reservation to a park?

No but if you get a resort reservation you might not be able to get a park reservation. You should be able to do both but Disney posted the usual disclaimers.

Right now park reservations are tied to having a valid ticket.

But you can book a 2021 package that includes tickets if you need them. If there is no park availability, you can cancel the whole package & get a refund. There is also an availability calendar for park reservations that you can look at before booking.

Resort reservations aren't available for 2020 at the moment. Disney will resume bookings later this summer. However, you can book a ticket+resort package now for 2021. But at the moment, there are no new bookings for 2020.

From Disney:

At this time, we are temporarily pausing Disney Resort hotel reservations so we can focus on Guests with existing reservations (Disney Vacation Club Members can still make new reservations). We will resume new hotel reservations after that period of time.

So today DVC bookings or rentals if you understand the restrictions in the contract for 2020 or wait for Disney to reopen reservations.

Keep in mind that even if you can get a DVC rental, tickets for 2020 aren't up for sale ANYWHERE, and you cannot get a park reservation without tickets. If you have existing tickets, or already have a valid AP, then it's less of a concern - but if you have either of those things you can book park reservations right now without needing a hotel reservation.
