Hot tub limits for covid?

Bored and watching a TimTracker video of him on a recent Fantasy cruise. There is a sign on the hot tubs saying the bathing load is just 3 people— is this enforced?
 
On the recent EBPC, the signs said the limit was 1 person or 1 family. Yes, it was enforced, but there were only around 920 passengers on the cruise.- virtually all adults (only 37 total 12-17yos and no under 12s). it was glorious!
 
We were on the subsequent sailing on the Wonder after the EBPC and there were 1200 on board and it was the same. 1 person or 1 family. I heard it enforced, however, on multiple occasions, it was completely empty.
 
Concur with the hot tub capacity enforcing with ~1200 pax on Magic 11/27, there's a labeled queue on the port side of the Goofy pool for the family ones (the queue for the Goofy pool itself is on the starboard side of it). Basically people stand there watching the Funnel Vision movie until it's there turn then hop in. Lifeguard generally manning both queues, sometimes two lifeguards splitting the duties, seemed to time the cycling with the jets turning off at least some of the time. Most of the time the line was empty. Also don't think I ever saw anyone waiting for the adult only hot tubs at all (or even a queue for that matter), but as you know those don't have lifeguards present to enforce anything so people were likely intermingling.

I saw the “1 party” sign at the hot tubs on the dream. At first I waited outside on a lounger, but there were just two ladies in the hot tub an lots of room, so I asked if they would mind me getting in to the other end of the the hot tub—adding that I’d understand if they prefer I not do so—and they said of course come on in! I think it never hurts to ask.
 
When I spent some time at the adult pool on the Wonder in October, the pool attendant was very vigilant about monitoring the hot tubs. More than once he asked people to leave because more than one group got in. So I would guess enforcement of the rules depends on who is there to monitor the hot tubs.
