Copper Creek Villas was named when the project began as a conversion of WL rooms. Announced at the same time was the change of the original Villas at Wilderness Lodge name to Boulder Ridge, making it obvious that CCV was a new association. This is the closest analogous example.
The other recent example of an expansion at the same resort, the Big Pine Key conversion at the Grand Floridian, which is the same association, never had a different announced name. Before that, Tree Top Villas existed as a resort, and later college program housing. With so few of them, they couldn't be a standalone DVC resort. So, adding them to the immediately adjacent SSR was the obvious choice.
No one expected the Disneyland Tower to be part of Grand Californian Villas association, due to the geographical distance between the two resorts, as well as the number of years remaining in GCV. This naming situation is like Bay Lake Tower, which was originally called "Kingdom Tower at the Contemporary Resort", getting its new name during construction. It was always going to be its own association because, geographically, there was no nearby association to attach it to.
But with Big Pine Key, they made a direct mention that it would indeed be part of the VGF. It was announced in the title as such as well as in the announcement. Everything so far with the Poly tower has only referred to it being added to the Poly Village Resort, not Poly Village and Bungalows. So, while we do not know yet what will happen, they went out of their way to not connect it to PVB. Does that mean it won't be? No. But I think the absence of it being connected, like VGF was, is enough of a reason to suspect it may indeed become the 17th DVC resort.
While yes, no one expected VDH to be part of VGC, the point is the official name was not included at the beginning . So, not sure how important that is in trying to figure out what DVD will decide just because it was for CCV. Every aspect of the Poly tower announcement is a mix of what they have or have not done before, which is why it can go either way.
IMO, I think the extent of the project leads to it being new at this point, even if they abandon the resale restrictions, but until its official, there really is not enough information to know either way.
If someone is buying into Poly and want access to the new tower, I would not assume resale points will be valid there, especially if one will be disappointed to be locked out of it.
