Hollywood Studios Rope Drop help?

So we are doing HS this coming Monday on our trip :) I have a fast pass for Toy Story at 9:35 - 10:35. I have two little ones so we will probably only ride this ride. If we want to see the Toy Story Characters but also try and ride TSM before our fast pass at Rope Drop which should we do first? I know that TSM lines up quickly but I've read the characters do also. Do you think we'd have time to get to TSM right at RD without running, riding it with a little wait and then get in line for Characters before it gets to long of a line? We'd have an hour and half before the very latest we could use our FP which seems like plenty of time but I'd also not want to spend most of that time waiting in line either, but it would be nice to ride it twice as I think my kids will really like it. We are also FP little mermaid and Frozen later on in the day. Thanks!

I'd line up for TSM first-thing.

There is no longer any "rope drop" per se at DHS.
They will just open the entrance gates between 10-30 minutes before the posted opening time and guests can just file in and head for their first attraction or activity.

We had an identical plan as you with our FP being for 9:40. Just checked my notes from that day from when I was planning to do a trip report:

Entered park at 9. TSMM was broke down till 9:10. Stayed in queue anyway. 9:10 began loading passengers. 9:27am done with TSMM, lineup to meet Buzz and Woody. Done with M&G by 9:54am. 9:55 meet Green Army man outside TSMM, get on FP line. 10:10 done with 2nd ride.

It was a great 1st hour.
