I don't think so. I've been to DHHI resort at least 12 times and never seen a non-Disney person at the Beach House. Come to think of it, you use your room key to get in. There may be some kind of deal with Palmetto Dunes-for example, I think DH gets a discount playing at the Palmetto Dunes golf courses because of where we stay. But nothing about the Beach House that we know of.
I believe a portion of the parking lot can be used by the public. To the left side of the beach house is public beach access. From that side you can use the outdoor showers and there is access to signals, which is the beach house food service. HowevEr, you need a room key to get into the actual beach house.
We were at Hilton Head last week. We stayed in a condo we rented through VRBO, which accessed the beach via Disney's Beach House. We were able to go to Signals (Dole Whips!) and use the restrooms, and that was about it. The other side of the Beach House has the pool, more seating for Signals, and I'm not sure what else - you need to be staying there to enter.
We stayed immediately next to the Disney beach house at Villamare in August and couldn't access the beach house. We did use the public beach access point there when we biked on the beach, though, because our condo had stairs to the beach and the access point at the beach house doesn't . We did stop daily for a Mickey Bar, of course.
