As for cherry blossoms, we have found them to be great. We visited a few places around Tokyo before Disneyland and they all looked great, although Ueno Park wasn't worth a visit. Shinjuku park, which has a small entrance fee, was wonderful.

Ueno as so much livelier when we went than Shinjuku..! I'm surprised you didn't like it. Shinjuku closed at 4:30pm which made it hard for us to get over there even though we were staying in Shinjuku... I wish it had been open later! It was 200yen per person to enter.
