No express pass and just one day. Will have park to park pass.
Main question is we will start at Diagon Ally and then head to Hogsmead via train. We will then circle around Jurasic Park and Marvel. What's the best way from there to get back to Universal Studios to hit The Mummy which is a favorite? Go back through Hogsmead or go through the main gates?

Adding questions: Does Rip Rocket have a single rider line?
Where do you get a map for the wand spells?

With no EP, you'd have to wait in line for the train. I'd check the wait times. It's probably a 5 min walk from Marvel to the train- a 15 min walk to The Studios. The Mummy has short wait times in the morning. I think I would do Diagon, hit The Mummy and head over to Islands. Then once you hit the rides, you can check out the HP areas in both parks. Also, my DS went to Universal a couple of weeks ago- no EP.(spring break crowds! ) He used the single rider lines at the HP rides with a short wait. If that's an option for your family, use that if the wait times are long.

The Hogwarts Express is different in both directions (different movie) so I’d take the train if the lines aren’t too long. Check park hours to plan in case 1 side is closing a lot earlier.

You should be able to hit Mummy at any time with the single rider line. Rip Ride Rocket typically has the single rider line also, but bear in mind that it moves more slowly than most (all?) other single rider lines.

Personally, I would stick to your plan of visiting the HP aeas in the morning before they get jam packed.

Download the Universal app and check Hogwarts Express wait times to make the decision whether to ride back or walk around.

.

I assume it still moves more quickly than the regular line, correct? I think my son would be the only person who wants to ride.

Yes, it gets longer and shorter throughout the day. I rode RRR in Feb in single rider line and it wasn't bad. Mummy and Men In Black went quickly also, but for some reason Gringotts was all backed up and not moving so I walked out of that single rider line and went back later in the day.
