Many would argue that the quality has suffered over the years and is currently at a critical level. The facts of the "free valet" are that a few years ago Disney (not
DVC) outsourced valet parking. Disney had been providing it free to DVC as an added value and that continued with the outsourced contract. That contract was up for renewal and the independent company was no longer willing to continue that option, the only option was to now pay full price. DVC would have had to start paying out of dues for this option for the benefit of a small minority. The decision itself was an obvious one to do pay to play, the implementation was done poorly. I'm not sure it was quite as bad as the note you quoted suggests. I know that happened to some but only for the days involved after the contract changed, not generally their entire stay and once the change occurred, I think arriving guests were notified at the point of drop off.
While the uproar (to DVC not on DIS) did have an effect on changing the mugs for the studios, this is so totally different from many other things that I think it has no meaning in most other areas. It's an area where no one was happy, there really weren't 2 sides and it's something than any and all costs will be paid for by the guests, mostly by DVC members themselves out of dues. It is NOT a valid example of how things can get done that have other issues, like the free valet or reallocations.
