My goodness, he is tall! Wow, my kids have always been in the 95%ile but weren't that tall at just turning 2! He must be completely off the charts!
While I don't think disney has an age restriction for most rides, I'd be very careful what I put him on due to lack of muscle strength. My DS rode splash and Big Thunder when he had just turned 3 and while he liked both of them, I wouldn't put him on Big Thunder again at that age. Because he was only 3, his little head didn't seem to have enough neck muscle to keep his head from whipping around and he is my strong, tough, active kid. DD went on it when she was 4 and had much better neck control at that age, even though she is physically my weaker child. I think the extra year made a big difference. I definitely wouldn't put a 2 year old on it.
There are so many rides that are more suitable for a 2 year old and that he would enjoy much more that I wouldn't take any chances putting him on the bigger rides. Of course, that is just my opinion. I don't remember seeing any age requirements at disney, just height, so it will be a judgement call on your part as to what he can handle.
