Also note -
ECVs and powerchairs, basically wheels with a motor, are not allowed in - I was stopped at the exit and told to park by powerchair about 30 yards from the ride exit. At that time, I was not offered a park manual wheelchair to transfer and use to access the ride.
This was 4 years ago - though I still expect that power vehicles are not allowed past the exit and into the ride itself, I am not sure if they have a manual chair there to get from where parking to ride. I am also not sure about
I never believed the thing about being suspended when stopped as the reason for why Peter Pan cannot be stopped for a disabled guest, because the Peter Pan in
Disneyland is suspended the whole time, and each ship is stopped to load each guest. DL's version is not continuous-running though (like Haunted Mansion, I can't remember how Florida is).
The ships in DL, however, have modified lap bars that are much more like a roller-coaster and even more confining - it is designed to wrap around the sides, so once it is pulled down, no one is getting out (it has more safety features than the rollercoasters in the park). The ships are jerky when stopped, but they are designed to do so.
It may be that in MK, the ride mechanism itself is not built to allow the ride to stop completely. It is an older ride, original to the park, and heaven knows how recently the mechanism was changed. It may still be the original style.
So the ride not stopping in MK may have something to do with the style of the ride vehicle - it may be pass the Disney lawyers and safety experts when it comes to keeping kids actually in the boat if it stopped. And it may be that the mechanism that moves the ride is too old or is not equipped to safely stop with guests on board. On person has already reported the ride stops abruptly and they hit their head. It may be with a ride update, when the do the queue (I don't know if the ride is going down), that they will be able to stop the ride for guests with disabilities.

Changing the mechanism and potentially even the style of the ride vehicle will be expensive, and Disney may not do it if they do not know that enough people will want it. So email them - I usually get fairly good results if I do! If nothing else, it can't hurt.
