OK. I am well and truly confused. As I understand it entry to the Harry Potter part of I.O.A is included in the entrance ticket.Some reviews that have been written about it seem to imply that you have to queue up again once in the park to get passes into this area. Does anyone know what this is all about?

Because the Harry Potter area (WWoHP) is relatively small and has trouble handling crowds. For guest comfort and safety, when the area fills up (and it does indeed fill up), Universal will not let too many people in at once. To deal with this, one solution in recent weeks has been to get these passes you mention, much like Disney does with its Fastpasses. These passes do not cost more money, but are designed to stagger the entry of guests into WWoHP so that you can get in at a certain time without waiting as long as you would otherwise. Clear as mud?
 
so as we are going out of season(sept/oct) if we head to this area of the park first thing in the morning (when presumably it will be relatively quiet) we will not need these tickets but just head directly there?

It's a good bet the crowds will be fairly light during that time of year. If you get to the park before opening, you should have no trouble making your way into WWoHP.

These passes I think may only be used during peak season and towards the middle of the day. Early morning and late-afternoon/evening tend to be lighter.
 
Hopefully blodders! If you go right at opening during off season you can usually head right in.
 
Not to hijack the thread..but IF they are issuing these tickets where might a person expect to look for them when arriving? I just don't want to get alllll the way over the WWOHP and find out I need to go back and get this time entry ticket.

That's a great question. We are going in June and staying offsite. Where do they usually hand out these return tickets normally?

When we were there over the holidays, they were having people head left when entering the park and the line to get return tickets was in the Jurassic Park section.
