Handicapped parking situation

Just wondering if anyone else has come across this before.
If a facility has permanent HC signs posted for certain parking spaces but they say they have more than they legally need, can they post a different sign OVER some of the hc spots that say (for example) "Judges parking"?

Yes. As long as they maintain the correct percentage of spaces for public use, they remain in compliance.
