Are you charged a resort parking fee at value and moderates if you have a handicapped hang tag? I will have a rental car so I won’t have my handicapped plate.

Do you have a hangtag? Bring that and the parking fee will be waived. You may need to stop at the front desk to be sure they have that info.

If you only have plates on your vehicle which will be at home, and no hangtag, you may be able to obtain a temporary hangtag to use with the rental. Otherwise technically no your rental will not qualify (you also cannot use an HA parking spot at WDW or elsewhere).

I have a hang tag - 1 more question - planning on having dinner at Narcoossees will the hang tag get free valet parking? If not I can be dropped off and my traveling partner can park the car

Yes you will be have free valet parking at any resort. As janejudy said tell them at checkin and also check your folio to be sure they don't charge you. I have been charged even when we don't have a car.

Does that include the Swan and Dolphin? We didn’t know that and paid $29 to self park, where they do have some handicap parking but they were full.

Per their website:

Do you provide parking for guests with disabilities?
Designated parking areas are available in our parking lots for guests with disabilities. A valid disability parking permit/placard is required and standard parking rates apply.

We have found that while we get parking fees waived at many top resorts in Florida, in Orlando we usually don't. Disney doing it is unusual and I think it's because while they have the legal minimum of HA spots, it definitely is not enough for all those who need them. Waiving the fee reduces the complaints.

If you are staying there, no. But if you are just there to eat in one of the restaurants they will validate your parking.

In my experiences, handicap spots are frequently FULL. Especially the later in the day it gets. I can't tell you how many times I've had to have my DH drop me off closer to our room so they could park in the back 40 because those spots were completely full. Just be aware of this.
