HHN is a separate ticketed event.
So you would need a separate ticket along with the purchase of Express for the night you attend or your VIP Tour.
Express Pass ......which would cost extra saves you the trouble of standing in long regular lines to get into haunted houses. HHN has become very popular and wait lines can be long in regular lines. You can wait and see how long lines are on the nights you attend and decide to buy Express after you get to the event or before.
VIP Tour .......is a private tour that someone has purchased and you buy into their tour. There is usually no more then ten people in these tours and you have a tour guide that takes you to the front of the line right to the door of all houses. Your tour guide can take you to the all the houses more once during that tour evening.
There is also a regular RIP Tour......this tour also has a tour guide and they will take you to the front of the line to the door of all the haunted houses. On this tour you only visit each house once.
Also included in the cost of the above tours is snacks and beverages at Cafe Labama before start of tour and during the evening of your tour.
There are a couple stops in air conditioned lounges during the tour for you to purchase cocktails.
The tours are worth their weight in gold if you want to see all the houses in one night and are on a tight schedule.

I noticed last year that Universal added some half RIP tours after HHN started.
Universal has really upped their game at making sure they are offering enough possibilities to fit everyone’s budget.
I attend on multiple nights and buy a pass that includes Express, plus I do a tour.
There is a lot of walking and standing and it is still pretty hot in September in Orlando.
Annual pass holders do get discounts.
