I already answered this question in the other thread you made. It's a separately ticketed event.

Yes you do need to purchase a Halloween Horror Night ticket. They clear the park and the guests that have the stay and scream pass are corralled in one location. After Security calls all clear they scan the SnS tickets and let them go.
