Halloween Day Crowd at MK

We are staying off property. Halloween Day at MK is showing crowd level of 4 with EMH. That is lowest crowd level for our week at DW. Does that sound right? Thought that would be a busy day being last day of MNSSHP?

From 4 on it will be increasingly busy with partygoers taking advantage of early admission, but people who don't have party tickets (or park hoppers) prefer to go to the MK when it's not closing early. So during the day, yes, it will be definitely be less busy.
