I think it probably depends on how/ when/ where you'd normally eat at Disney and also, when abouts in the year you're going.
We went for Half Board Plus and were really glad we did. I think it worked out at about £20 each a day last September (two adults). The benefits for us were:
-You had pre-paid so didn't have to worry about budgeting for food
-The vouchers entitle you to a three-course meal and a drink (or a buffet), so you could have a proper sit-down meal in the evening and take your time over it without worrying about whether you could afford 1, 2 or 3 courses! This was particularly good because the parks closed at 6/7 in September so it gave us something to do other than spend our money in the bars (quite expensive!) or sit in the room watching tv. That said, as two adults we didn't have children that would be tired early - I don't know whether you'd have so much of a free evening with kids!
-We could eat in restaurants we'd not have even bothered looking at otherwise - Walt's, Blue Lagoon, the Steakhouse, the NPB buffett.
-They seemed incredibly good value for money at that time, especially if you're planning on having more than one course and eating off a regular menu. As you get vouchers per night, not per day, and we were leaving late on our last day we ate one meal without vouchers in Annette's. I think we paid about 17 for just a burger and a drink which was nice, but not quite as good as the food we had elsewhere and we were scouring the menu for the cheaper options, something I hate doing!
-They're pre-paid: As others have said, it gets rid of the worry of budgeting and not knowing quite how much you might spend when you get to the resort.
There are some negatives to them though:
-You get quite a restricted menu choice if you're planning on eating off the specific menus for the vouchers (you can use them at face value but you wouldn't really save any money with the current exchange rate). I think there was about 3 options for each course. Neither my boyfriend and I are particularly fussy so we didn't have any problem with this, but if you're choosy then they might not be so good for you (or you'd want to stick to the buffets). I don't know if the children's menu would be so restricted though? And if you go for Premium you get a lot more of a choice ... but you pay for it!
-The restaurant restrictions: again we were fine with this as we only ate there for four nights and we ate early enough to eat in the park twice. However if you were staying for much longer when the park was closing early then you'd probably find yourself repeating restaurants on the Plus vouchers and certainly on the Standard! Though you can use them at face value in other restaurants, but you're not getting the most of them that way.
-Similar to the above, you can't use them in non-Disney owned restaurants (like Planet Hollywood or Rainforest Café) so if those are some of your favourites then that might effect your decision.
-You can eat for cheaper elsewhere: counter service is undeniably cheaper, or if you don't plan on having more than one course and a drink and don't mind what you eat then they're probably not worth it. We could probably have spent less than we spent on the vouchers and had a half-decent meal in Planet Hollywood, Annette's etc (one course + a drink anyway) so if you just eat because you have to eat then again it might be worth reconsidering.
Also we didn't have any experience of using vouchers with kids so I'm not sure what the value for money is like for them?
