Guaranteed Admission?

Does US/IOA guarantee admission to their on site resort guests? We are staying at RPH Dec. 31 - Jan. 2, but won't be arriving until late morning. I know at WDW, if you stay on site you are guaranteed admission to "a" park. Does US do this too?

I take it your ? is if parks are full and they are not allowing anyone into parks I am not sure what would happen I suppose they don't have too as the hotels are not owned by universal but I am sure they would try to meet the hotel guests requirements but I have never seen a guarantee advertised at parks or at hotels
